Agenda digitala: Incurajarea digitizarii culturii UE pentru a stimula cresterea

Comisia Europeana a adoptat o recomandare prin care cere statelor membre ale UE sa-si intensifice eforturile, sa-si utilizeze in comun resursele si sa implice sectorul privat in digitizarea materialului cultural. Digitizarea este esentiala pentru a pune patrimoniul cultural european la dispozitia unui numar cat mai mare de persoane si pentru a stimula dezvoltarea industriilor creative ale Europei. Materialul digitizat ar trebui pus la dispozitia publicului prin intermediul Europeana, biblioteca digitala a Europei, care este in acelasi timp arhiva si muzeu (a se vedea http://www.europeana.eu/).

Recomandarea lanseaza o provocare la adresa statelor membre, pentru ca acestea sa elaboreze planuri solide si sa instituie parteneriate, astfel incat sa introduca 30 de milioane de elemente in Europeana pana in 2015, fata de cele 19 milioane disponibile in prezent, sa puna online mai mult material protejat de drepturi de autor si aflat in afara circuitului comercial si sa adapteze legislatia si strategiile nationale pentru a asigura conservarea pe termen lung a materialului digital.

Vicepresedintele Comisiei Europene Neelie Kroes, responsabila cu Agenda digitala, a declarat: „Europa are probabil cel mai bogat patrimoniu cultural din lume. Nu isi poate permite sa piarda ocaziile oferite de digitizare si, prin urmare, sa se confrunte cu un declin cultural. Digitizarea aduce cultura in casele oamenilor si este o resursa pretioasa pentru educatie, turism, jocuri, animatie si intreaga industrie creativa. Investitiile in digitizare vor duce la infiintarea de noi companii si la crearea de noi locuri de munca.”

Europeana, care a inceput cu 2 milioane de elemente atunci cand a fost lansata, in 2008, contine in prezent peste 19 milioane de elemente, care sunt acum accesibile printr-o interfata mai intuitiva si interactiva. Pentru ca continutul contributiilor din intreaga Europa sa fie mai echilibrat, recomandarea stabileste obiective per stat membru in ceea ce priveste contributiile de continut minime, de atins pana in 2015.

Recomandarea porneste de la concluziile Comité des Sages (grup de reflectie la nivel inalt) privind punerea la dispozitie online a patrimoniului cultural european, publicate in 2010 (a se vedea IP/11/17).

Adoptarea de masuri pentru sprijinirea industriilor culturale si creative si asigurarea unui model sustenabil pentru finantarea bibliotecii digitale Europeana se afla printre obiectivele Agendei digitale pentru Europa (a se vedea IP/10/581, MEMO/10/199 si MEMO/10/200).


Context

Punerea la dispozitie online a patrimoniului cultural european inseamna ca cetatenii din intreaga Europa pot avea acces la acest patrimoniu si il pot utiliza oricand in scopuri de divertisment, de studiu sau profesionale. Dupa digitizare, materialul poate fi util, de asemenea, pentru scopuri comerciale si necomerciale, precum elaborarea de continut de invatare si educational, de documentare si de aplicatii pentru turism. Acest lucru va crea oportunitati economice enorme pentru industriile creative din Europa, care reprezinta in prezent 3,3 % din PIB si 3 % din locurile de munca din UE.

Noua recomandare este o actualizare a unei recomandari publicate in 2006 si tine cont de rapoartele de progres din perioada 2008-2010, care arata ca, desi situatia s-a imbunatatit intrucatva, sunt necesare mai multe actiuni in ceea ce priveste resursele financiare si obiectivele cantitative pentru digitizare, precum si un sprijin consistent pentru Europeana.

Recomandarea invita statele membre:

-       sa puna la punct planuri solide pentru propriile investitii in digitizare si sa promoveze parteneriatele public-privat pentru a imparti costul digitizarii. Recomandarea stabileste principii-cheie, pentru a se garanta faptul ca aceste parteneriate sunt echitabile si echilibrate;

-       prin intermediul Europeana, sa puna la dispozitia publicului 30 de milioane de elemente pana in 2015, inclusiv toate capodoperele din Europa care nu mai sunt protejate de drepturi de autor, precum si tot materialul digitizat cu ajutorul finantarii publice;

-       sa puna la dispozitie online mai mult material protejat de drepturi de autor, de exemplu prin crearea unui cadru juridic care sa permita digitizarea la scara larga si disponibilitatea transfrontaliera a operelor aflate in afara circuitului comercial;

-       sa-si consolideze strategiile si sa-si adapteze legislatia pentru a asigura conservarea pe termen lung a materialului digital, asigurandu-se, de exemplu, ca materialul depozitat este protejat prin masuri tehnice care permit conservarea lui de catre bibliotecari.

 Europeana si activitatile conexe constituie una dintre infrastructurile de servicii digitale pentru care s-a alocat finantare in cadrul mecanismului Conectarea Europei 2014-2020 (a se vedea MEMO/11/709). Digitizarea artefactelor culturale creeaza oportunitati uriase de interactiune cu publicul si de dezvoltare comerciala. De exemplu, peste 25 000 de elemente au fost deja colectate si digitizate in cadrul unui proiect lansat recent in cadrul Europeana, „Primul Razboi Mondial in documentele de zi cu zi” (http://www.europeana1914-1918.eu/en), care permite cetatenilor sa contribuie la Europeana cu obiecte personale pe care le detin si care dateaza din timpul Primului Razboi Mondial. Manifestarile itinerante Hack4Europe! au dat unui numar de 85 de dezvoltatori din toata Europa acces la continutul Europeana si au produs 48 de aplicatii prototip inovatoare pentru telefoane mobile si jocuri electronice.
